The ability to re-open a location is only expected to be used when CLOSED was set by mistake. It must not be used to re-use the same location's address to describe a different operation. For example, the resource describing a pharmacy that has closed cannot be updated to open a sandwich shop. The sandwich shop is a new location.

Temporarily Closed
Use TEMPORARILY_CLOSED when:
- Location is not operational due to construction, remodeling, natural disaster, or public health emergency.
reopenDateMUST be a future date- RECOMMENDED: When
reopenDateis uncertain, set date six (6) months into the future
Do not use when location:
- Changes its hours or services, but some services remain open.
- Has seasonal hours such as schools and skiing resorts. Use special hours
- Closed due to labor disputes
